One judge scored the fight 77-74 for Gallen, another 77-74 for Williams, and the third 76-75 for Gallen.
A point was deducted from Williams by referee Les Fear in the seventh round for persistent holding, which proved to be a crucial moment in the fight.
In the night's other fights, Kiwi David Nyika got back to his winning ways with a fifth-round TKO win over compatriot Nikolas Charalampous.
