Nothing is done free including reforms of any kind.
National Council for Building A Better Fiji Technical Secretariat Head, John Sami said any type of reform involves cost and this will be worked out.
The interim government is currently set on having electoral reform before the country goes to elections.
However, the New Zealand Foreign Minister Winston Peters earlier said about 85 percent of the people in Fiji want an election in the country as soon as possible adding there should be no delays on the part of the interim government as the will of majority of the people is clear.
Interim Prime Minister, Frank Bainimarama said many people he has spoken to do not really care about elections but more about improving their livelihood and he adds electoral reform will take place before any elections happen in Fiji.
