Veteran forward Christopher Wasasala sealed the win with a penalty in the dying minutes of the match.
Both teams went were goalless at halftime.
Labasa coach Alvin Chand says his side missed several scoring opportunities but managed to hold their ground when it mattered most.
Chand says that Navua came out strong in the second half, but Labasa maintained its composure to secure the win.
In another match played this afternoon, Nasinu defeated Nadi 2-1.
