Managing Director of Houng Lee Kaba Jacob Limited and former Director of Telecom Fiji Limited, Sanjay Kaba

FICAC has clarified its Executive Officer had identified that the matter of Managing Director of Houng Lee Kaba Jacob Limited and former Director of Telecom Fiji Limited, Sanjay Kaba had been listed for 28th July, despite the Court previously indicating 22nd August as the next call-over.

Kaba did not appear in court on the 28th of July for his case.

Kaba is charged with one count of obtaining a financial advantage.

He was granted a bail variation on the 15th of July to travel overseas for business.

FICAC says they did routine checks of the Judicial Cause List, and no notice of the 28th July call-over was issued to either party, and the Defence counsel was likewise unaware.

FICAC says at the mention, Kaba was overseas in accordance with his bail variation.

The Court has adjourned the matter to 4th September 2025 to finalize and file pre-trial conference minutes and to set a hearing date.

It is alleged that Kaba between 27th January 2017 and 20th January 2019 whilst being a board member of Telecom Fiji Limited and Amalgamated Telecom Holdings Limited, engaged in conduct namely bidding for a tender through the company Houng Lee Kaba Jacob Limited for providing Project Management services to TFL for TFL's new office and data centre project, and as a result obtained a financial advantage amounting to $766,327.22 between June 2022 and July 2023, knowing that HLK Jacob was not eligible to receive the financial advantage as he had failed to declare his interest as the director for HLK Jacob.
