Police say the arrests were made during joint operations involving the Police Dog Unit and Fiji Detector Dog Unit.
Cash believed to be proceeds of crime was also seized during the raid in Pacific Harbour.
The substances seized during the raids have been sent for analysis, while investigations continue.
Meanwhile, another joint operations team was deployed to a settlement in Vunidawa in Naitasiri to search the home of a man believed to have laptops that were allegedly stolen from Raiwaqa.
Police say the search resulted in the discovery of two laptops, which have been taken into Police custody.
The suspect is being questioned at the Vunidawa Police Station as investigations continue.
