World Rugby has moved to ease the controversy around the All Blacks tackle debate, issuing prop Ofa Tu'ungafasi a citing commissioner warning.

Tu'ungafasi and New Zealand flanker Sam Cane sandwiched French wing Remy Grosso in a double hit that left the tourist with a double facial fracture from the first test in Auckland last weekend.

The lack of action against the All Blacks has drawn international outrage though the New Zealand camp maintain they are not a dirty side.

A World Rugby statement said that having reviewed all available camera angles, the citing commissioner considered Tu'ungafasi to have executed a dangerous tackle just short of red card level, which caused injury to Grosso.

Tu'ungafasi has apologised to Grosso and the French wing, who was hospitalised, has finally been cleared to fly home.

On Saturday, the All Blacks play France in their second test in Wellington at 7.35pm, Japan take on Italy at 8pm, while Australia face Ireland at 10pm.

On Sunday, South Africa will face England at 3.05am, Argentina will play Wales at 7.40am, Canada will take on Russia at 8am while USA will face Scotland at 1pm.
