The new home, built at a cost of more than $48,000 under Scheme 2 of the Government's Rural Housing Assistance Programme, was commissioned by Minister for Rural and Maritime Development and Disaster Management Mosese Bulitavu.
Chand says his family lost everything in the fire and had been living with relatives for the past two years.
He says it has not been easy, and the new house means his family can finally have a place of their own and begin rebuilding their lives.
Chand says the assistance came at an important time and has given his family a second chance to become homeowners.
He also thanked the people of Belego for supporting his family by helping them raise their one-third contribution towards the housing project.
Chand is encouraging families in rural and maritime communities who may need similar assistance to visit the nearest Ministry district office and enquire about the programmes available to them.
Bulitavu says the completion of the house is an example of how Government assistance can make a direct difference in the lives of families.
He says the Rural Housing Assistance Programme is particularly important for rural families who may face difficulties building or rebuilding their homes.
Bulitavu adds a home provides safety, security and dignity, and programmes such as the Rural Housing Assistance Programme can help families get back on their feet after difficult circumstances.
