Prime Minister Sitiveni Rabuka highlighted this to fijvillage News from his residence, saying a campaign budget would have been a much bigger expenditure budget, this is very realistic, as far as the Finance Minister has put it.
Rabuka says this is a very responsible budget for times such as this, and is also to ensure sustainability.
Rabuka also made it clear that they could not afford to give a pay rise to civil servants.
