Discipline is not about fear, it is about understanding consequences.

This was the message from Year 13 student Ayush Ram of Penang Sangam High School, who called for the reintroduction of strictly regulated corporal punishment in schools during a Constitution Review Commission consultation.

Addressing the consultation, Ram says he supports the return of corporal punishment only under strict guidelines and responsible limits, arguing that it should never involve physical harm, abuse, humiliation or lasting injury.

He stresses that there is a clear distinction between abuse and controlled disciplinary measures.

The student argued that many members of previous generations grew up with clearer consequences for misconduct and, as a result, were generally more cautious about engaging in disruptive behaviour.

He says that schools today face increasing challenges with student discipline, including disrespect towards teachers, bullying and classroom disruptions.

Ram says many people believe the disciplinary measures currently available to schools are no longer effective in dealing with serious misconduct.

He told the consultation that the issue was not solely about punishment but about restoring values, morals, respect and responsibility among students.

According to Ram, any form of corporal punishment should only be used as a last resort for serious offences and should operate alongside counselling, parental involvement and other positive disciplinary measures.

He emphasised that education should continue to focus on helping students understand their mistakes and improve their behaviour rather than relying solely on punishment.

Ram also questioned whether current disciplinary approaches were achieving their intended outcomes.
