Rabuka says an electronic version will also be available and will probably be posted for people to look at rather than having to access the voluminous physical document.
When questioned on whether Government intends to select certain recommendations from the report rather than present it in its entirety, Rabuka says they will not be picking certain parts.
He says most of the report will be presented to the public and to the committee that will consider it, before it is debated in Parliament as a whole.
When asked whether the next General Election would still be held under the current Constitution if the constitutional review process proceeds.
Rabuka says this will depend on how much progress has been made.
