Attorney General Aiyaz Sayed-Khaiyum said the draft constitution puts a legal obligation on schools to teach certain subjects, and schools cannot refuse it.
During a draft constitution session at the Police Academy in Suva, Sayed-Khaiyum said the state may direct any education institute to teach subjects regarding teenage pregnancy, smoking and HIV issues.
Sayed-Khaiyum said some schools are refusing to have one class a month on these issues.
People can make submissions on the draft constitution until the 30th of this month.
