Former Mana Whey Fiji Coral Coast Sevens champions, Red Rock, Wardens and Yamacia will not play in next month's tournament.
Wardens and Red Rock each won the event twice while Yamacia took out top honours in 2013.
Tournament founding chairman Jay Whyte says the three teams were bundled out of the top four semi‑finals which served as qualification for the tournament.
Wardens participated in the final four this month but were defeated by Henibua in the qualification round.
He adds Yamacia was absent from the final four and missed out on the opportunity to qualify while Red Rock has not been active as they were before, since the passing of their late coach Lote Rasiga.
He says the absence of these top teams indicated the abundance of talent in the country and the opportunity for a new champion to emerge.
First Light Taveuni are defending champions of the Coral Coast 7s.
The four‑day tournament kicks off at Lawaqa Park on the 17th of next month.
