Winger Son Heung-min fired in the winning goal in the second half.
Tottenham were without striker Harry Kane who is believed to be pushing for a transfer to City.
It was also a first start for City’s 100 million winger Jack Grealish.
In another match this morning West Ham beat Newcastle United 4-2.
Manchester United is currently leading the points table on better goal difference after the first round.
