The proposed Fiji Rugby Union Special General Meeting turned out to be a general discussion after there was not enough union members present to make a quorum.
Only 26 of the required 40 members were present when the meeting started so the number was not valid to make formal proceedings.
This is the second year in a row that this has happened.
FRU Chairman Colonel Mosese Tikoitoga said it's important for member unions to voice their grievances and opinions in this meeting but that can't happen if they decided to stay away.
Tikoitoga added that they will look seriously into this matter and action needs to be taken.
Meanwhile, earlier in the general discussion, FRU withdrew their proposed 2012 Digicel cup format after some unions voiced their concerns, sighting lack of competition, not enough funds and no grounds as hindrances to them if the format is adopted. FRU will revise the proposed format.
It was also highlighted in the discussions that the Flying Fijians will play a total of six test matches next year.
The FRU Annual General Meeting will be held on April next year.
