The national side is two players short after Osea Kolinisau and Taniela Rawaqa were injured yesterday.
Waqa said they have a fair idea of what to do in their Cup quarter final clash against Wales at 2.58pm this afternoon.
Fiji topped pool C by beating Canada 19-10 in their last pool game this morning.
Fiji is likely to meet Samoa or Kenya in the semi finals if they beat Wales.
In the other quarter final which starts at 1.52pm, New Zealand will face off with England, South Africa will meet Argentina and Samoa will play Kenya.
The Cup semi final will start at 7.32am tomorrow and Cup final will be played at 10.28am.
