Authorities are now monitoring water level in the Navua River which has reached 2.8 metres.
The threat level is 2.9 metres.
Commissioner Central, Laisenia Tuitubou confirms that the Navua hospital has been closed as a precautionary measure.
He said the patients have been moved to the second floor of the hospital.
Tuitubou added power supply has also been cut off in most areas of Navua for safety reasons.
He said some areas are flooded because of blocked drains.
Tuitubou said they are monitoring the situation as the next high tide is at 5pm.
Meanwhile, a heavy rain warning is now in force for Eastern half of Viti Levu, Lau and Lomaiviti group.
The Nadi weather office says a trough of low pressure with associated cloud and rain lies slow moving over Fiji.
A flood warning is in force for Navua Town and low lying areas including small streams adjacent to and downstream of Navua River.
Localised heavy rain may also lead to flash flooding.
