Transparency International's annual survey in 180 countries has left out Fiji.
The 2009 index lists New Zealand as the least corrupt country and for example places Samoa ahead of Italy.
Papua New Guinea is near the bottom of the list in 154th place.
Fiji was left out because there was not enough data.
Its last ranking was at 55th place.
The corruption perceptions index measures the perceived level of public sector corruption and is a survey of surveys based on different expert and business data.
Chairman of Transparency International Fiji Dave Aidney said he is disappointed Fiji was not included in the global tally.
But Aidney said the Fiji government is making progress in dealing with corruption.
Aidney said one of the problems is getting good prosecution lawyers as some people are hiring Queens Counsels and are being let off on technicalities.
He said the Attorney General is updating a lot of Fiji's integrated Acts in an effort to reduce corruption.
Attorney General and Minister for Anti-Corruption Aiyaz Sayed-Khaiyum confirmed no approaches were made to his office by Transparency International when the annual survey of the 180 countries was conducted.
